Dr. Gale T C Rigobert is a leading voice in the Global South on Artificial Intelligence (AI), digital equity, and inclusive innovation. A former Minister for Education, Innovation, Gender Relations, and Sustainable Development in Saint Lucia, she has been at the forefront of national and regional efforts to harness AI and emerging technologies to transform education, strengthen resilience, and bridge the digital divide.
She is the co-founder of the AI Global South Summit, a pioneering initiative that brought together policymakers, academics, creatives, technologists, and private sector leaders to ensure Small Island Developing States (SIDS) and Global South nations are meaningfully represented in global AI governance and innovation discourse. The Summit positioned AI not just as a technological frontier but as a developmental imperative — for economic transformation, public service delivery, climate resilience, educational transformation, and the preservation of culture and heritage in digitally evolving societies.
As Dean of Academics at the University of St. Martin (2023–2025), Dr. Rigobert championed public education lectures and policy dialogues around AI’s impact on the future of work, education, and governance.
As CEO and Principal Consultant of Propel Ltd., Dr. Rigobert advises governments, international agencies, and academic institutions on AI policy, digital transformation, climate action, education reform and gender-responsive innovation. Propel Ltd. specializes in crafting forward-looking strategies that place the Global South at the center of technological and development policy.
Dr. Rigobert also advocates for accessible and sustainable financing to empower developing nations to build AI capabilities, safeguard digital sovereignty, and avoid technological marginalization. Her work blends policy leadership, strategic consulting, and regional advocacy to ensure that AI serves as a tool for equity, creativity, and opportunity across the Global South.
